Die größte Demokratie der Welt? Von wegen!

Am 12. Mai waren im indischen Bundesstaat Karnataka Wahlen, also sowas wie Landtagswahlen. Mit Bangen schauten nicht nur die Inder auf das Wahlergebnis, sondern auch die Expats. Im Gegensatz zu den meisten Teilstaaten in Indien bildet hier in Karnataka nicht die Partei von Ministerpräsident Narendra Modi, die BJP, die Regierung, Sollte die BJP gewinnen, würde wohl auch hier das Rindfleisch vom Speiseplan verschwinden und Alkohol wäre verpönt. Denn die nationalistische BJP will, dass alle Abstinenzler, Vegetarier und Hindus werden – keine guten Aussichten für die bier- und fleischliebenden Europäer, Amerikaner und Asiaten…

Schon im Vorfeld gab es großes Theater: Modi kam höchstselbst sogar zweimal nach Bangalore, um Stimmen zu fangen. Er wollte unter anderem auch darüber hinwegtäuschen, dass der Kandidat seiner BJP wegen Korruption jüngst im Gefängnis saß. Die Kandidaten der anderen Parteien sind allerdings nur geringfügig besser – in Indien ist Politik eng mit Banditentum verbunden. Und vor allem: Geld ist der wichtigste Motor. Die letzten Tage vor der Wahl ist in Indien direkte Wahlwerbung auf Plakaten et cetera verboten – also ganz anders als bei uns, wo es zum Endspurt erst so richtig heiß hergeht. Alle Gesichter, die man sonst auf großen Bannern am Straßenrand hängen sieht, sind verschwunden. Nur noch Autos mit ohrenbetäubendem Gelärme – ich glaube, Werbung für die eine oder andere politische Richtung – verstehen konnte ich es nicht, war auf Kannada …, – rollten durch die Stadt. Die beiden letzten Tage sind dann „dry days“, der Verkauf und Ausschank von Alkohol ist dann strengstens verboten. Alle Restaurants haben nur soft drinks im Angebot, die Schnapsläden und Bars sind geschlossen. Dasselbe gilt für den Auszählungszeitraum der Stimmen und der Bekanntgabe des Ergebnisses. Der Wähler soll also nüchtern sein, wenn er seine Stimme abgibt. Im Wahllokal wird übrigens jeder am Finger markiert mit einer Farbe, die auch eine Woche später noch deutlich zu sehen ist, fast wie ein Brandmal.

Deutlich sichtbar: Nawaz hat gewählt.

 

All dieser Aufwand um eine demokratische Wahl zu fingieren – die dann zur Farce verkam. Indien – die größte Demokratie der Welt? Von wegen! Indien ist die größte Bananenrepubilk der Welt! Die BJP verfehlte mit 104 Sitzen die Mehrheit im Parlament und keine andere Partei wollte mit ihr koalieren. Was machen die? Mithilfe vieler, vieler Rupees versucht man, die gewählten Kandidaten zu bestechen: „Ich gebe dir so und so viel Kohle, wenn du zu meiner Partei wechselst“. Und es klappte: beinahe. Bis der oberste Gerichtshof in Delhi einschritt und der Korruption Einhalt gebot. Nun bilden die Congress Partei und die kleinere JD zusammen die neue Regierung von Karnataka.

Hier sieht man den Unterschied zu anderen Demokratien. Überall sonst ist ein Grund, Politik zu machen, dass man etwas bewegen will in seinem Land und in der Gesellschaft, auch Macht zu haben spielt eine Rolle. In Indien zählt nur: GELD. Das, was in Karnataka geschehen ist, ist keineswegs üblich in Indien, aber doch typisch und es erstaunt überhaupt nicht in einem der korruptesten Länder der Welt. Man stelle sich vor, Angela Merkel kauft sich die Stimmen der Abgeordneten der SPD und die sind dann plötzlich von einem Tag auf den nächsten in der CDU. Nein, noch schlimmer: Die sitzen dann sofort für die andere Partei im Bundestag… Das wäre undenkbar und krass undemokratisch und so weit am Wählerwillen vorbei, wie es nur geht! Aber genau das hat Modi versucht. Glücklicherweise ohne Erfolg!

Sonja Gandhi und ihr Sohn Rahul haben mit der Congress Party einen Sieg eingefahren. Die Straßen Bangalores sind nun mit Dankes-Plakaten gepflastert.
